Grid-style Management System (网格化管理制度)

一、建立本网格信息台账，坚持以”一个网络一本台账、一项工作一组数据”为原则，使网格内各类数据信息科学、直观。

First, set up the grid information ledger. Persevere with the principle of “one grid one book, one task one group of data” to make all types of data within the grids scientific and straightforward.

二、网格化工作管理台账实行电子版本与纸质版本相结合，电子版本作为数据更新库；纸质版本便于深入网格排查时随手携带。

Second, a grid-style management book implements a combination of an electronic version and a paper version. The electronic version is used as an updated library while the paper version is easy to carry during in-depth grid examinations.

三、各级网格排查收集的信息与问题，必须本着”务实、快速、高效”的原则给予处置。

Third, the information and issues gathered during grid inspections at all levels must be handled in accordance with the principles of “pragmatism, speediness, and efficiency.”

四、涉及到本网格（村民小组）村民之间、本网格（村民小组）村民与其他网格（村民小组）村民之间的事务，原则上由该网络（村民小组）网格长牵头处理；涉及到村、乡、县级以上事务的，提交至村委会。

Fourth, affairs involving residents within this grid (village group), between residents within this grid (village group), and villagers in other grids (village groups), should generally be led and handled by network (village group) leaders. 五、网格居民反映的所有的问题处置办理结果应当向群众公示，接受群众监督。

Seventh, organize a weekly meeting presided over by a grid leader. 八、每季度对辖区内双联户长作用发挥情况进行一次考核点评，作为年终评先选优依据。

Eighth, evaluate the performances of all Double Joint Defense leaders every quarter and use it as the evidence for the evaluation and selection of excellence at the end of the year.

九、结合驻社区干部入户包户，”民族团结一家亲”活动和”双联户”社会管理服务工作，建立”网格化”网格员敌社情信息分析研判机制，定期召开分析研判会议，将分析研判情况及时上报街道综治办。

Ninth, combining shequ cadres who visit assigned households, “jieqin” campaigns, and “Double Joint Defense” social management services, construct a “grid-style” mechanism for analysis that requires grid workers to evaluate enemies’ and societal information. 十二、定期由联户长召集，社区（村）干部或”访惠聚”驻村工作队员、网格长、第一村民小组小组长、第一书记列席指导，广泛听取群众对维护社会稳定、加强民族团结、促进宗教和谐、解决民生困难等工作的意见，形成”巩固邻里关系、商讨平安措施、相互提醒监督、信息交流研判、联户互帮互助、政令上传下达”的常态化格局，最大限度发挥基层和社会组织最小单元、最小细胞的最大作用。

Twelfth, the Double Defense leaders hold a meeting regularly, in which shequ (village) cadres or “fanghuiju” workers, grid leaders, the first leaders of village groups, and first secretaries attend and guide work. Listen widely to the masses’ suggestions for maintaining social stability, enhancing ethnic unity, promoting religious harmony, resolving difficulties in people’s livelihoods, and so on. Form a normalized pattern for the “consolidation of neighborhood relationships, discussion of security measures, mutual reminder and supervision, information exchange and analysis, Double Joint Defense mutual aid, and the transmission of policies from above.” Maximize the smallest units and smallest cells of the grassroots and social organizations to the extreme.

十三、网格与便民警务站力量一体出勤，一体联动，一体工作，定期展开”大走访、大横排、大清查、大收缴、大整治”行动，强化24小时治安防控，组织群防群治，加强流动人口、出租房屋服务管理，协助抓好重点人员、社区矫正人员帮教转化。

Thirteenth, girds and convenience security stations do patrols, joint defense, and tasks together. Regularly implement “big visiting, big organizing, big checking, big capturing, big renovating” strategies, reinforce 24-hour security prevention and control, organize self-defense self-governance, reinforce supervision 0f floating populations and home rental services, assist in the capture, education, and transformation of key personnel and people in society who need rectification.

十四、召开情报信息分析研判会，由网格长负责，并担任会议主持人，与会人员由所在网格联户长组成。每周一次，重要节日、敏感节点每天召开。由联户长对所在网格本周情报信息搜集情况及相关工作进行汇报。联户长逐一发言。网格长对网格本周情报信息搜集情况进行归纳总结。会议参会人员对网格本周情报信息总结情况进行集体讨论，收集有价值信息线索上报村（社区）党支部。

Fourteenth, convene meetings to study intelligence information, for which grid leaders serve as moderators, and which Double Joint Defense leaders within the grid attend. Meetings should be held once a week, and once a day on important festivals and sensitive dates. One by one, Double Joint Defense leaders report on information gathering and related work throughout the week, grid leaders summarize information gathering, and all attendees discuss it, collecting valuable information and clues to report to village (shequ) Party organizations.

 

Double Joint Defense Mechanism (双联户工作机制)

“双联户”的主要工作职责是在市委、乡（镇、场）、村（社区）的统一领导下，紧紧围绕总目标，落实好十项任务，即：矛盾纠纷联排联调、安全隐患联防联控、重点人员联管联教、困难家庭联帮联扶、环境卫生联管联治、精神文化联娱联扬、科技知识联学联教、小额信贷联保联担、致富项目联建联营、发展成果联创联享。联户单位内各户之间利益共享、责任共担、相互关心、相互帮助、相互支持、相互监督，共创平安和谐、共同增收致富、共建美好家园。

The primary work responsibilities of the “Double Joint Defense” fall under the leadership of the city committee, county (township, rural), and village (shequ), revolving around a general objective and carrying out ten tasks. They are: detect and resolve conflicts together, monitor and prevent security loopholes together, manage and educate targeted populations together, help poor families together, manage environmental health together, raise spiritual culture together, study and teach scientific knowledge together, guarantee micro-finance together, start and run projects to become rich together, and invent and share innovations together. All households within each Double Joint Defense should share benefits and responsibilities, caring for one another, helping one another, supporting one another, supervising one another, and building a safe, harmonious, rich, and wonderful home together.

一、矛盾纠纷联排联调。充分发挥各联户单位互联互通的优势，及时化解调处各类矛盾纠纷，做到排查在先、引导在先、防范在先、调节在先，从源头上预防矛盾纠纷累计叠加、升级蔓延。

First, detect and resolve conflicts together. Fully exert the advantages of connections among all units and resolve all types of conflicts in a timely manner. Achieve inspection, guidance, prevention, and regulation in advance to prevent conflicts from accumulating and spreading.

二、安全隐患联防联控。组织发动群众积极参加巡逻、情报信息搜集等维稳工作，认真排查治安突出问题，形成不能犯罪、不敢犯罪的良好治安环境。积极开展防火、防盗、防自然灾害等隐患排查，及时消除、防止安全事故发生，确保群众生命财产安全。

Second, monitor and prevent security loopholes together. Organize and mobilize the masses to actively participate in security work: patrols, information collection, and other kinds of work. Carefully examine highlighted security problems and help establish a secure environment where people cannot commit and fear committing crimes. Actively develop fire prevention, theft prevention, and natural disaster prevention, eliminate and prevent security accidents from happening, and secure the safety of the masses’ lives and property.

三、重点人员联管联教。严格落实属地管理责任，对联户单位内的各类重点人员，采取”一对一”的管控措施，定期进行走访，深入劝导感化，最大限度地孤立打击极少数顽固分子，最大限度地增加和谐因素，最大限度得减少不和谐因素。

Third, manage and educate the targeted population together. Strictly implement localized management and responsibilities to control various targeted populations with “one-on-one” measures. Conduct regular visits, thoroughly advise them to change, isolate the small minority of stubborn elements to the highest degree, elevate harmonious elements to the highest degree, and reduce inharmonious elements to the highest degree.

四、困难家庭联帮联扶。积极党团员结对帮扶困难群众，做到随时看望慰问、随时解决困难。对联户单位内的弱势群体给予关心帮助，确保得到有效救助。每年为贫困户解决1-2个实际问题。

Fourth, help poor families together. Active Party members should be paired up with and help poor families, achieving visits to pay condolences and resolving difficulties at at all times. Provide care and help for vulnerable groups within the unit to make sure they receive effective aid. Resolve one to two practical problems for poor families every year.

五、环境卫生联管联治。教育引导群众增强环保意识、卫生意识、健康意识，主动移风易俗、破除陈规陋习，培养健康文明的生活方式。加大人居环境综合整治力度，深入开展爱国卫生运动，组织创建文明卫生家庭，不断形成乡风文明、村容整洁、环境优美的村容村貌。

Fifth, manage environmental health together. Educate and lead the masses to enhance their awareness of environmental protection, hygiene, and health. Take the initiative to reform customs, eliminate outmoded conventions, and cultivate a healthy and civilized way of life. Increase the comprehensive improvement of inhabited environments, carry out thoroughly patriotic hygiene campaigns, organize and establish civilized and hygienic families, and persist in the creation of villages with a civilized, tidy, and elegant appearance.

六、精神文化联娱联扬。以形式多样、丰富多彩、群众喜闻乐见的方式，深入开展社会主义核心价值观教育、”中国梦”宣传教育、”感恩党”教育和普法教育，不断增强各族群众对伟大祖国的认同、对中华民族的认同、对中华文化的认同、对中国特色社会主义的认同，培养维护稳定、珍视团结、崇尚科学、积极向上、诚信友爱、乐于助人、勤俭节约、艰苦奋斗的良好社会风尚。

Sixth, raise spiritual culture together. In accordance with a diverse, richly colourful, and well-liked manner, thoroughly develop education on core socialist values, the “Chinese dream,” “propaganda dissemination,” “grateful to Party,” and legal education. Enhance all ethnic groups’ recognition of the great motherland, Zhonghua Minzu, Chinese culture, and socialism with Chinese characteristics. Cultivate good social customs like stability maintenance, treasuring unity, science advocacy, vigorous progress, honesty and friendship, helping others, diligence and friendliness, and arduous struggle.

七、科技知识联学联教。充分利用农家书屋、党员干部远程教育网络等设施，利用农闲时节组织群众学科学、用科技，不断提高劳动技能和致富能力。

Seventh, study and teach scientific knowledge together. Fully utilize rural libraries, remote education networks for Party members and cadres, and make use of fallow time other facilities to organize the masses in learning science and using technology to improve their labor skills and ability to become rich.

八、小额信贷联保联担。联户单位内各个家庭互相帮助，对有门路、想致富但缺乏资金的家庭，联户之间担保贷款，以点带面、促进共同增收致富。

Eighth, guarantee micro-finance together. All families within the same Double Joint Defense unit help one another. Families with the ability and desire to become rich but lack funding guarantee one another in loan applications, and in this way, advance each family’s income and make everyone become rich.

九、致富项目联建联营。鼓励各联户单位按照”自愿结合、入退自由、责权平等、风险共担、收益共享”的原则，联合经营致富项目，形成致富增收的共同体，力争做到户户有门路、人人有活干、经常有收入。

Ninth, start and run projects to become rich together. Encourage all units to run projects to become rich together, in accordance with the principles of “voluntary integration, free participation, equal responsibilities, shared risks, and shared revenues.” Work hard to form an increasingly rich community and ensure that every family has the ability to become rich and every person has a job and a regular income.

十、发展成果联创联享。鼓励支持联户单位内的各个家庭，发挥自身优势，发展农牧区特色产业和”三苗工程”等，切实增加收入、改善生活条件、加快实现共同富裕。

Tenth, invent and share innovations together. Encourage and support all families within the units to display their advantages and develop industries with agricultural and pastoral qualities and “Three Miao Engineering” [sapling, plants, and baby chicks], and so on. Earnestly increase incomes, improve living conditions, and accelerate the realization of collective prosperity.

 

Job Responsibilities of Double Joint Defense Leader (双联户长工作职责)

双联户长要认真落实各项工作任务，做好工作记录、自觉遵守法律法规，每天组织村民开展双联户联防、邻里守望，认真化解矛盾纠纷，并及时上报辖区涉稳信息，经常性地开展平安宣传，积极组织双联户成员参与各类创建工作等。

Double Joint Defense Leaders should carefully implement all tasks, record their work, and voluntarily follow laws and regulations. Organize villagers to implement joint defense practices and neighborhood watch, carefully solve conflicts, and timely report security-related information in administrative regions. Regularly carry out peaceful propaganda and actively organize members of Double Joint Defense to participate in all kinds of creative work.

一、组织治安联防。组织发动群众积极参加治安巡逻、情报信息搜集等维稳工作，认真排查治安突出问题，形成不能犯罪、不敢犯罪的良好治安环境。积极开展防火、防盗、防自然灾害等隐患排查，及时消除、防止安全事故发生，确保群众生命财产安全。

First, organize public security and joint defense. Mobilize the masses to actively participate in security patrols, information collection, and other security work. Carefully examine highlighted security problems to produce a favourable security environment where people cannot commit and fear committing crimes. Actively examine fire prevention, theft prevention, and natural disaster prevention, eliminate and prevent security accidents from happening, and secure the safety of the masses’ lives and property.

二、收集上报信息。积极发展培训信息员，及时掌握和上报辖区影响社会稳定的因素、事故隐患、违法犯罪线索及群众反映的”四情”（敌情、社情、舆论、民情）信息，对辖内”危安”等重点人员做到盯死看牢，发现异常行为，立即向村委会报告。

Second, collect and report information. Actively cultivate informants and timely receive and report factors that impact social stability in the regions, potential accidents, clues of criminality, and information about the “four situations” (enemies’ situations, societal situations, public opinions, people’s situations). Tightly supervise “dangerous-to-security” individuals and other targeted people and immediately report to the village committee after discovering abnormal behavior.

三、流动人口管理。对所辖户做到”四清四知四掌握”；做好外来流动（暂住）人口、出租房屋的排查上报工作，发现可疑人员和可疑情况及时向村民小组长和村干部上报。

Third, manage the floating population. Achieve the “four clarities four understandings four grasps” for every family in the region. Successfully investigate and report on external (temporarily residing) floating populations and rental buildings. Upon discovering suspicious persons and situations, make timely reports to village group leaders and village cadres.

四、矛盾纠纷化解。利用走家串户、了解社情民意的机会，积极排查矛盾纠纷、热难点问题、上访的苗头性问题，及时做好化解、劝解工作，遇到集体上访等重大问题，及时向村民小组长和村干部上报。

Fourth, resolve conflicts. Take advantage of visiting families and understanding social situations and people’s feelings to actively investigate disputes, escalating and difficult problems, and problems that may lead to petitioning. Resolve the problems in a timely manner. When facing collective petitions and other important problems, make timely reports to village group leaders and village cadres.

五、开展宣传教育。利用群众聚集、举行婚丧嫁娶、串门聊天等机会发放宣传资料（手册），经常性对管辖户进行法律法规知识、党的民族宗教政策、民族团结知识的宣传教育，提高管辖户维护社会稳定、反对民族分裂和自我防范意识。

Fifth, implement propaganda education. Take advantage of mass gatherings, weddings and funerals, and dropping by for gossip to disseminate propaganda materials (manuals). Consistently educate the families within the region about laws and regulations, the Party’s ethnic and religious policies, and national unity knowledge to improve their awareness of sustaining social stability, opposing ethnic separatism, and self-defense.

六、做好帮教转化。对辖区”八类人员”做到底数清、情况明，特别对生活困难的”八类”人员，协助村委会采取政策上倾斜，生活上关心，经济上扶持的办法，如：享受低保、无息贷款、生产物质捐赠、职业技能培训等，发挥爱心帮教作用。

Sixth, achieve mentorship and transformation. Obtain a clear understanding of the situations of the region’s “eight people,” especially their difficulties in life. Help village committees to favour them in policies, care for them in their livelihoods, help them in finance. For example, enjoying subsistence allowance, interest-free loans, donations of production materials, and career and skill training, etc., display the impact of compassionate mentorship.

七、组织群众参与村级事务管理。实行村务公开、搞好民主监督，反馈群众意见建议、密切干群关系，为群众致富做好示范。

Seventh, organize the masses to participate in the management of affairs at a village level. Make village affairs transparent, do a good job at democratic oversight, respond to the masses’ suggestions, form close relationships with the masses, and do a good job demonstrating how the masses can become rich.

八、进行一对一帮扶。每人结对帮扶1-2户困难群众，做到随时看望、随时解决困难。鼓励联户联合经营致富项目，形成致富增收的共同体，力争做到户户有门路、人人有活干、经常有收入，达到共同富裕。

Eighth, conduct one-on-one help and support. Everyone is paired up with and helps one to two poor families, allowing them to visit and resolve problems at any time. Encourage families to run projects to become rich and form communities for becoming rich and increasing income. Work hard to ensure that every family has the ability to become rich and every person has a job and a regular income to achieve prosperity for everyone.

九、帮助制定致富计划。积极帮助联户寻找致富门路，提供致富信息，提高收入水平，加快贫困农民增收脱贫步伐。

Ninth, help develop a plan for becoming rich. Actively help the families to seek ways of becoming rich, provide them with information on becoming rich, raise their income standards, and accelerate the pace for impoverished farmers lifting themselves out of poverty.

十、努力改善民生。在逐步改善生活条件的基础上，积极引导所联户改善生活环境，搞好庭院美化绿化，提升文明生活水平，逐步改善相对落后的生活方式。

Tenth, strive to improve people’s livelihood. On the basis of gradual improvements in living conditions, actively lead families to improve living environments, achieve the beautification and greenery of courtyards, promote civilized living conditions, and gradually improve relatively backward lifestyles.
